July 19th, 2025
Your adoption file will be moved from your agency to the NCRC

Beginning on July 19, 2025, your adoption records are moving from private adoption agencies (like Holt, Eastern, KSS, and SWS) to Korea’s National Center for the Rights of the Child (NCRC).

The government says this will help protect your records and make them easier to find in the future.

Adoption Agencies

Files are currently being prepared for transfer from Holt, Easter, KSS, and SWS to the NCRC.

Here are the three stages of the transfer:

Temporary Facility

Beginning on July 19th, NCRC will take responsibility for the physical adoption records and transfer them to a temporary storage facility.

Permanent Facility

Once the lease for the temporary facility expires, the files will be moved to a permanent archive, which has not yet been designed.

So why all the fuss?

Because our files might end up in a refrigerator.

We have worked hard over the past few months to gather as much evidence as possible, first and foremost so we know what we are talking about before going public and second, because we do not want to spread any misinformation.

Wait, what do you mean refrigerator?

Right now, our records are about to be moved to a temporary site. This location is not built to be an archive, instead it is a cooled distribution center currently in use by Coupang (South Korea's Amazon).  We visited the space for an impression of what's to come.

The NCRC has been preparing for this move since the summer of 2023. To paint the full picture, we have tried to make a full timeline leading up to the move in July of 2025. This will be updated as we gather more information.

How did this happen?

This is overwhelming!

If you are feeling worried, you are not alone in this. Many of us feel scared, confused and overwhelmed by this. It is okay to feel that way. You have the right to ask questions and get anwers. If you have the capacity to help prevent this from happening, we are currently preparing ways for adoptees, whether located in Korea or outside, to spread the word.

But who are you guys?

We are a group of dedicated adoptees and allies who care deeply about the safe transfer of our files so we can ensure the preservation of our histories.
